Purpose
The goals of the Programme are:
 
  1. to advance democratic consolidation in Southern Africa in support of NEPAD with an independent, objective and scientifically sound analysis by regional experts focusing on the state of democratic development and inform direction on the way forward.
  2. to strengthen the mechanism for qualitative and quantitative data collection for the purpose of formulationg criteria for evaluating democratic consolidation within SADC.

This programme will provide an objective and independent analysis of the state of democracy in each of the SADC countries across 10 distinct, but cross-cutting, governance indicators. These include:
  1. economic governance
  2. corruption
  3. parliament
  4. national budgeting
  5. political parties
  6. judiciary elections
  7. local government
  8. civil society
  9. conflict management - with a focus specifically on parliament.
 
By applying indicators that measure the legitimisation and institutionalisation of democratic practises over time, and combining these measurements with the articulation and application of democratic values by political leadership, the Institute will construct a basic foundation for examining democratic good governance and the human rights culture.
