Construction of a system of human rights indicators

Purpose: 
The purpose of the activities are to implement a system of human rights indicators based on public statistics, involving:
 
  1. international and national experiences as well as the scope and evolution of Human Rights concepts
  2. a methodological instrument for the building of the system
  3. the model contemplates distincts levels of disagregation: national, state level, and municipal level
  4. besides the systems is intended to be updated each year or at least each two years
  5. a case study on violence using homicide mortality among young males in Rio de Janeiro desagregated to the smaller intra urban areas, ranked according the level of violence; this classification is linked to infrastructure, living conditions and income of the families, personnel and resources allocated in schooling and defense.

Human Rights are considered in three lines: civil rights ( assess to justice and violence), social, economic and cultural rights ( the ESCR) and sexual and reproductive rights; race and gender are cross cutting variables to account for discrimination.
