Malta is a member of the EU and of the Council of Europe.
The European Charter of Human Rights is part of Maltese Law and the Ombudsman is empowered to investigate breaches of fundamental rights either if complaints are lodged or even on own motion.
From time to time visits are conducted to prisons, mental hospitals and detention centres for illegal immigrants, to ensure that the rights of persons detained against their will are protected and individuals are treated in a humane manner and their dignity respected.
Reports to Parliament are made on such visits and usually they are given wide coverage by the mass media.
