General objective:
 
  1. To monitor the implementation of the Framework Convention for the Protection of National Minorities in State Parties and promote change (legislative, policy and others) to enhance the protection of minorities in those States. 
  2. Monitoring of the implementation of the Framework Convention takes place on the basis of regular reports submitted by States Parties. These examined first by an expert body on minorities (the Advisory Committee), which may also receive information from other sources, as well as actively seek additional information and have meetings with governments and others.
 
The Advisory Committee adopts opinions on the implementation of the Framework Convention in each State Party which it transmits to the Committee of Ministers (decision-making body of the Council of Europe). The latter body adopts Resolutions.
 
Targeted population: minorities are the right-holders of the treaty. Implementation of the treaty requires the involvement of a range of actors: decision-makers (both at central and local level), law-enforcement officials, media and civil society at large.
