Whether it comes to reconstituting the coherency of the state following armed conflict, expanding participation rights and the rule of law in emerging democracies, overcoming corrupt structures, fighting poverty and inequality, or establishing clear rules for stable market-economic competition, the requirements are enormous, and the pressure on responsible leaders is intense. After all, the quality of political management makes an essential contribution to the success or failure of transformation processes.</p> <p>The Bertelsmann Stiftung’s Transformation Index (BTI) thus systematically places political decision-makers’ steering capability at the heart of its analysis and, as a result, is the only index in the world that measures and compares the quality of governance with self-collected data. This is done in the firm  conviction that the ongoing comparative study of transformation processes is invaluable for the successful design of reforms and holds enormous global potential to learn from different political strategies for steering change, even though diverse traditions, power configurations, resources and cultures necessarily make each transformation process unique.</p> <p>The BTI measures and compares transition processes in 129 transformation countries with data collected between 2011 and 2013 and establishes their global rating based on detailed country reports. Now in its sixth edition, it offers the opportunity to understand long-term trends and global developments through the analysis of time-series data. The spotlight on current developments is thus complemented by a decade of data that captures the most varied transformation processes and puts into perspective recent progress and setbacks on the way to democracy and a market economy.<br /><br /> This year's report shows, that despite recent gains in economic growth across much of the developing world, high levels of poverty and social exclusion remain. At the same time, a better-networked and more confident civil society is gaining traction in challenging persistent abuses of political power. These factors are leading to greater doubts about the quality and legitimacy of governing elites.  In many countries included in the BTI, welfare gains have gone primarily to small, urban middle classes. Sub-Saharan Africa has suffered especially severely from this, leaving mass poverty and social discrimination prevalent in virtually all countries in that region. </p> <p>The BTI data also indicate that continuing abuse of political power is evident in many countries under review, a worrying trend that is not limited to authoritarian states. Over the last eight years, 59 of 75 surveyed democracies have experienced setbacks in democratic standards such as fair elections, press freedom, legal certainty and the separation of powers. This trend extends even to Europe, where Albania, Bulgaria, Hungary and Romania have regressed. Setbacks in Russia are so significant that the country no longer meets basic democratic standards. The TRUST webpage allows you to discover the data and explore the interactive map of results.</p> <p>In the autumn of 2013, <a href="http://www.trust.org/"><strong>Thomson Reuters Foundation</strong></a> conducted its third annual poll of gender experts, focusing on women’s rights in Arab League states.</p> <p>The perception poll of 336 specialists was designed to assess the extent to which states adhere to key provisions of the <a href="http://treaties.un.org/Pages/ViewDetails.aspx?src=TREATY&amp;mtdsg_no=IV-8&amp;chapter=4&amp;lang=en"><strong>U.N. Convention on the Elimination of Discrimination Against Women</strong></a> (CEDAW), which most Arab League states have signed, ratified or acceded. It sought to measure how states compare for women’s rights across the broad sweep of factors covered by CEDAW, ranging from political representation and economic inclusion to reproductive rights and gender violence.</p> <p>The poll produced a ranking of states – the best and worst for women’s rights – based on the methodology below.</p> <p>The survey examined expert perceptions of women’s rights in all 21 member states of the Arab League: Algeria, Bahrain, Comoros, Djibouti, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Mauritania, Morocco, Oman, Qatar, Saudi Arabia, Somalia, Sudan, Palestinian territories, Tunisia, Yemen and United Arab Emirates.</p> <p>It also included Syria, a founding member of the Arab League that was suspended by the group in November 2011.</p> <p>Eighteen Arab League members and Syria have <a href="http://treaties.un.org/Pages/ViewDetails.aspx?src=TREATY&amp;mtdsg_no=IV-8&amp;chapter=4&amp;lang=en"><strong>signed and/or ratified</strong></a> <a href="http://treaties.un.org/Pages/ViewDetails.aspx?src=TREATY&amp;mtdsg_no=IV-8&amp;chapter=4&amp;lang=en"><strong>CEDAW</strong></a>. Yet it is in no way an exhaustive bibliography.</p> <p><strong>The purpose of this annotated bibliography</strong></p> <p>This exercise intended to respond to several questions: What can the literature tell us about the elements and constellations of forces, actors and specific actions and policy interventions that would lead to better gender-equality outcomes after democratic transitions? How can new openings and opportunities provided by transitions from autocratic rule to more democratic forms of governance result in gains for women and gender equality, rather than undermine them? What does the literature to date tell us about how to sustain the gains and voices of women who were central to revolutions and uprising in the Arab world?</p> <p><strong>The path taken to assemble this annotated bibliography</strong></p> <p>To engage with the first two questions, the search of available literature covered regions with a history of democratic transition, such as Latin America and Eastern and Central Europe, as well as countries, some in Muslim-majority populations (Indonesia and Turkey) and two in Africa (Namibia and South Africa). The literature review focused on the forces, actors and conditions that could shepherd opportunity for improved gender equality outcomes in post-political transition periods. Regarding the interest in Arab country experiences, the research looked for literature capturing the early involvement of women in what is now referred to as the Arab Spring and analysis of what a transition might bring in terms of gender equalities and inequalities, the latter being more pronounced in writings on Egypt, Libya, Tunisia and Yemen.</p> <p><strong>The structure</strong></p> <p>The annotated bibliography begins with a synthesis of the six themes that guided the search for literature. The pieces are arranged alphabetically and numbered, with selected documents referenced in one or more of the themes. Two tables at the end enable locating work related to a theme or one of the six geographical regions represented in the collection. Based on examination of the selected writings, the final section of the synthesis highlights gaps in the issues covered and possible areas for future research that could open more light on addressing gender equality during and after political transition. In the context of the large-scale changes in the Arab world, research has a fundamental and imperative place. Instead of spending the five-minute bus ride going through friends’ Instagram uploads, commuters are checking the latest fundraising updates on the city’s bike-share system. Rather than liking someone’s photo on Facebook, commuters are donating $5 to a neighborhood association-backed project that renovates the sidewalks.
