Background UNDP support for e-Governance is part of its ongoing assistance to the Iraq in the framework of public sector moderinisation support, which aims at providing an integrated approach to e-governance for development within Iraq at the national, regional and local levels in line with the Iraqi National Development Strategy, Iraqi Millennium Development Goals and National Development Plan and the United Nations Development Assistance Framework (UNDAF) for Iraq.  

The range of development challenges faced by the country and emerging global trends and paradigms have created a demand for increased Integrity, Transparency, Accountability and Anti-corruption in government; an improved delivery of services to the public and an increased citizen participation in decision making processes. Iraq, with the support of international development organisations, has moved towards developing programmes aimed at improving governance at several levels. Among the main initiatives are public sector moderinisation, the decentralization and local government, and the strengthening of dialogue between public sector and civil society. Most significant has been the emergence and increasing opportunities to adopt ICTs as tools to facilitate these processes through e-Governance Programmes.  (...)

Duties and Responsibilities
Taking into account the importance of this initiative, UNDP is seeking to engage a long term Senior e-Governance Specialist with strong experience in the development of e-governance strategies/interventions and subsequently their implementation at national, regional and local levels.  The senior e-Governance Specialist is required to work in close consultation with Government of Iraq counterparts and the UNDP I-PSM team; the specialist will perform the following tasks related to the specific deliverables assigned to him/her:

Provide technical advice on establishing and operationalizing the e-Governance Centre of Excellence and support , including designing capacity building frameworks and link the centre with similar international networks. The evolution of Centers of Excellence came from problems experienced in the implementations of e-Governance in Iraq, to provide leadership and excellence in e-governance by promoting targeted, action oriented research, enhancing national and local capacity through relevant training and institutional strengthening, recognizing and supporting on the ground implementation of innovative approaches. This is based on adopted standards and encouraging collaborative approaches to common issues.To help the establishment of a National Centre of Excellence for e-Governanc in Iraq, the consultant is required to plan, advise and coordinate the efforts for selection of the center’s structural and operational model, proposed workplan, mandate and structure and operational mechanism. S/he will also foster cooperation and networking with other stakeholders. To this end, the consultant is required to plan and coordinate the conducting of two consultation workshops with Iraqi stakeholders for establishing and operationalizing the centre of excellence., The outcome will be to the draft the mandate, structure and operational mechanism including capacity building schemes. For linking the centre with international organisations, the consultant is required to provide the technical advice on similar organisations and coordinate the efforts for establishing networks . He/she is also required to plan and advise on study tour options;

Support e-Governance implementation by leading and developing the wide - integrated national enterprise architecture for one administrative system, two cluster systems and one common non-structure content and knowledge management system.The Iraqi government has been successful in developing and launching the necessary Government Interoperability Framework and National Enterprise Architecture (GIF/NEA). Iraqi GIF/NEA is a set of policies, guidelines and standards of information and communication technology, which ensures sharing and integration of information and services among the governmental institutions on one side, and between citizens and the business sector and national and global organizations from the other side.The GIF addresses technical, semantic, interoperability policies and specifications. The NEA addresses national level architecture that helps connect public administration information systems across Iraq and facilitates the interoperability of e-services for the citizen. This GIF/NEA is based on open standards. The categorization of the standards in this GIF/NEA is based on international best practices.The objectives of the government's modernisation programme are to improve the service to citizens and business, and at the same time increase the efficiency of public administration, increase returns of ICT investments and enhance the culture of sharing information. Moving forward, the Iraqi GIF/NEA programme implementation and execution is in the planning phase. GIF/NEA is the strategy that the Iraqi government is increasingly looking towards to be used by public organisations. UNDP assisted the Government of Iraq to set the general national enterprise architecture guidelines and service architecture guidelines based on TOGAF and SOA framework. Through this assignment, UNDP will assist the government of Iraq to lead the development of integrated enterprise for one administrative system, two cluster systems and one common non-structure content and knowledge management system at national, enterprise and local government level. The consultant therefore, is required to plan, advise and coordinate the selection the administrative system and the two cluster systems and decide on the scope of architecture development for the above target systems with the Iraqi stakeholders. The consultant is also required to plan, advise and coordinate the conducting of seven workshops to establish the required architecture;

Support and promote e-Governance capacity building, implementation in local government and support in automating integrated citizen-services and business process re-engineering in selected governorates in central, south and north of Iraq, including Kurdistan Region.The government of Iraq realizes that the services offered by provincial governments goes a long way in ensuring a better quality of life of Iraqi citizens. The use of technology offers an easy, convenient and transparent way for the citizens to access those services.To fulfill the above requirement, UNDP e-Governance technical support worked closely throughout 2013 with the provincial government stakeholders. The objective is to identify the services, create e-province architecture for the development of e-Services, create a blue print for the e-Governance implementation and detail out the priority services to be rolled out in first phase. As a result the priorities and high impact e-services has been identified to be carried out. In this regards six services has been selected from various directorates (including governorate, municipality, water, sewage, agriculture, education) to generate the functional requirements in partnership with UNDP technical support.The six e-services will be basis for implementing the high impact e-Services in the provinces. The consultant is required to provide technical assistant to the local government in their automation and operation of run-time applications for the selected e-services. In addition, he/she needs to plan and coordinate the other 5-10 priorities in terms of e-services technical requirements.The consultant needs to support and guide the local government throughout the period of this assignment in their automation processes and conduct four workshops for promoting and customizing the road map developed in various local governments, as well as the new required technical specification for e-services;

Support in conducting e-Governance Transformation Baseline Survey across Iraq.Assist the Government of Iraq in conducting Business Transformation Readiness Assessment, by designing and submiting the survey questionnaire along with the survey guidelines of how to conduct, capture and analyse the survey. S/hewill facilitate a workshop to this end. and provide technical advice and coordinate the analysis of the survey data;

Promoting the standard enterprise architecture guidelines and support the reviewing of the Iraqi National e-Governance Strategy and action plan as well as the policy documents. UNDP assisted the Government of Iraq to set the general national enterprise architecture guidelines and service architecture guidelines based on TOGAF and SOA framework and the management and design of the public organisation website and content management. The objective of this assignment is to plan, coordinate and promote the above-mentioned guidelines, as well as to help Iraq in reviewing and drafting the necessary enhancement of their Iraqi National e-Governance Strategy and action plan. The consultant is required to plan, coordinate and facilitate two workshops in this regards.

Required Skills and Experience

Education:

  • Masters degree or Equivalent in e-Governance, or related field [IT Science, Computer Telecommunication Engineering, Public business administration, etc..].

Experience:

  • A minimum of 15 years relevant work experience for ICT development strategy and implementation;
  • A minimum of 7 years of proven experience in ICT project development, implementation and management on the national, local and organizational level;
  • 7 years of  experience in project development, implementation and management;
  •  Proven track record in policy development processes associated with e-governance strategy and policy development in developing countries and countries in transition;
  • Proven work experience in Iraq and knowledge of Iraqi culture and context is highly recommended;
  • Experience in working and collaborating with governments in devising high level policy documents and strategies;
  • Experience in software design principles, process life cycle and workflow based systems and interactive web-based services;
  • Experience from previous UN assignments and/or International organizations would be an asset.

Language:

  • Fluency in both Arabic and English written and oral is required.
