This tool aims to identify potential risks of corruption in the areas of local government performance. It aims to show what might happen with regards to corruption in local governments, if some of the most common risks are not avoided. The tool has four parts:

1. Literature review;
2. Development of a preliminary version of the map, containing concepts and assumptions about the risks of municipal corruption and the areas of greatest risk;
3. Consultation with experts to validate the map in draft and identify acts of corruption which the risks might facilitate;  
4. Design of Municipal Risk Map of Corruption.
