This ready to use framework provides a practical guide for assessing the quality of governance at the state level through a simpler, user friendly and generic methodology. The framework can be used by any state government (and partner agencies) to assess the quality of governance at the state level. It can also be used by any watch dog, civil society organisation or research organization.

The framework is organized as follows:
First, section 1 advances a framework for assessing the quality of governance. Second, section 2 presents the study methodology. Third, section 3 outlines a methodology for data collection. Fourth, section 4 describes the implementation of the data collection. Fifth, section 5 presents the data entry and analysis. Finally, section 6 provides a way to analyze the study findings.
The subsequent annexes contains among other things a questionnaire, sample training manual and a indicator framework.
