Planning And Financing For Gender Responsive Peacebuilding
This paper addresses a wide range of questions in the broad area of planning and financing for gender equality in post-conflict settings. It presents findings from several studies conducted by UNIFEM (now part of UN Women) on the inclusion of women’s needs and issues in post-conflict planning frameworks, such as Multi-Donor Trust Funds (MDTFs), Joint Programmes (JPs), Post-
Conflict Needs Assessments (PCNAs), Poverty Reduction Strategy Papers (PRSPs) and United Nations Development Assistance Frameworks
(UNDAFs).
The paper is divided into seven sections: the first justifies and outlines the methodology adopted. Sections 2 to 5 analyze the four typical elements of a planning document. Section 6 summarizes the main findings and explores related issues. The last section recommends methods for improving gender mainstreaming in planning framework.
