Morocco: Designing a local governance assessment framework

Morocco's commitments to human development and local governance will be reinforced by a local governance assessment framework.
 
A major transition has marked Moroccanpolitics since 2000, including several democratic reforms (DELETE: towards better democratic governance in a number of sectors..
 
An integrated approach to development distinguishes the National Initiative for Human Development of 2005, based on principles of
  • democracy,
  • economic efficiency and
  • social equity.
One of the key elements of this vision is to implement ashift from the traditionally centralized Moroccan State to a decentralized system of governance.
 

The National Observatory on Human Development intends to support this shift. The Observatory is already monitoring the implementation of human development programmes at the local level, and is now engaging with national partners to design a monitoring framework for local governance. The aim is to diagnose which aspects of the local governance system may need to be strengthened in order to improve human development results.
